He was appointed again in 1937 and was re-elected in 1938 and 1941. He served as mayor from 1920-1926 and 1942-44. In 1912 he was instrumental in having the first water system constructed in the city.

A pioneering family of Oxnard, Henry was instrumental in the shipping industry before joining his brother-in-law, Achille Levy in The Bank Of Levy. He married Achille’s sister, Camille and her sister, Juliette, lived with them in the big house on the hill.
